How to submit article for home page?

I created this "Story" (through Create Content > Story), but how do people find it?  Does a site admin need to bump this to the home page somehow?  (didn't see anything in story editor to be able to designate for front page):

It's about the new state-wide bicycling portal that Travel Oregon is rolling out.  It'll be unveiled at the upcoming Oregon Bike Summit.

They are asking for input on content from biking community.
