PUMP Meeting Minutes 02/24/2009

1.      New members

a.       The attendance at the meeting was very good. It was a full house with no empty seats at the SE Lucky Lab.

b.      There was check-in before the meeting to confirm membership and to sign-up new members.

2.      Ryan Kilgren presented the work PUMP has done in the Tillamook State Forest.

a.       PUMP members have put in many hours in the Tillamook State forest.

b.      Wayne Naillon attended the TRAC meeting along with Chris from WTF. They were the only users at the meeting, which had a good impression on the state forest folks.

c.       PUMP is active with the Trail Patrol in the Tillamook State Forest. Trail Patrollers are taught 1st Aid, carry radios, and have workman’s comp insurance from the State.

d.      Next meeting is March 11th for the Tillamook Trail Patrol.

e.       March 14th is 1st Aid training for Tillamook Trail Patrol.

f.        Fred MacGregor was appointed to TRAC and will be taking over for Wayne Naillon after his 7 years of service. 

g.       PUMP is applying for a “Bikes Belong” grant for the completion of the Wilson River Trail to the Story Burn Trail and the Historic Hiking Trail.

                                                               i.      With letters of support from River City Bicycles, Bike Gallery, Bike n' Hike, and Team Estrogen. 

                                                             ii.      Cycle Oregon is supplying $10,000 for the effort to complete this section of trail.

                                                           iii.      PUMP may do a fundraiser to make up the difference.

3.      Sandy River Trails

a.       1st Stage construction will start this summer.

b.      2nd stage will be 2011-2012

c.       PUMP will sign an adopt-a-trail agreement with the BLM

d.       The project will be 15+ miles.

e.       Zack Jarrett is the BLM contact.

4.      Syncline/Catherine Creek

a.       Members are encouraged to write a letter of support. Comment period ends Feb. 28th.

5.      Crown Zellerbach Trail in Scappoose. A PSU student is working on a grant application. The trail will be 20-25 miles.

6.      The Rides of March is on! Date to be determined.

7.      Portland Parks trail guidelines

a.       Submit recommendations by March 2nd

b.      Anna with IMBA will be our regional Rep. for our region.

8.      Bylaw changes

a.       A possible future change was recommended by a member to allow board members to nominate interim board members in case of a vacate  position.

b.      Bylaw changes were approved by show of hands to:

                                                               i.      The maximum number of Directors shall be changed from the current 7 to a maximum of 12.  Article III Sec. 5 (4)

                                                             ii.      The quorum requirements shall be changed from the current 3 Directors to 50% of the Board of Directors plus 1. Article IV Sec. (3)

                                                           iii.      Directors must be nominated by 2 PUMP members who are in good standing. Article III Sec. 5 (2)

                                                           iv.      The Board of Directors is asking the membership to waive the provision that the Directors will be elected at the final annual membership meeting.  Article III Sec. 5 (1).

9.      Introduction of new board members

a.       Each member was allowed to speak for a short time.

b.      The floor was opened for new nominations.

                                                               i.      Cedar Keyes was nominated.

10.  Vote of new Board members

a.       By show of hands the following board members were added to the board: Tom Archer, Joe Barcott, Paul Fidrych, Kris Schamp, Eric Tonkin and Cedar Keyes.

11.  Adjournment

Correction:  It was Ryan McLane, president of Westside Trail Federation (W.T.F.) who attended the TRAC meeting (not Chris - but we do have a Chris on the board as well!... Chris Long is our Treasurer).
